Act 136 of 2020 - Announcement to the Field (January 26, 2021)
The following information is to provide clarity to the changes occurring due to the passing of Act 136 of 2020 amending the Public School Code to provide temporary certification flexibilities:
Basic Skills Test Requirements
The Basic Skills requirement for entry into an educator preparation program is waived for any student admitted on or before June 30, 2021. Students should confer with their college or university educator preparation program for more information.
Current applicants seeking Pennsylvania certification who submit an application in TIMS on or before June 30, 2021 will not be required to complete the basic skills test requirements in reading, writing, and mathematics (PAPA, CORE, SAT or ACT). NOTE: Applications must be submitted and paid for in TIMS, as well as all documentation and information received moving it into "awaiting evaluation" status by June 30, 2021 in order to qualify for this waiver.
Temporary Provisional Certificate
A temporary provisional certificate can be issued to an individual who has completed all requirements for certification except the required content test(s) in the event that the test(s) is unavailable either remotely or in-person. The individual will need to certify and the division will have to affirm the unavailability of the required test(s) during the completion of the TIMS online application. The temporary provisional certificate expires after one year of issuance and cannot be renewed. It can be converted to a Level I upon successful test completion.
