To ensure direct and equitable access to the content of the Integrated English Literacy and Civics Education Program webinar, the Division of Adult Education will record a closed session. In the meantime, the Division of Adult Education strongly recommends that those interested in the Integrated English Literacy and Civics Education Program grant application review the Integrated English Literacy and Civics Education Program RGA Guidelines, the Integrated English Literacy and Civics Education Program Grant Application Content, and other related documents on the Division of Adult Education Grant Competitions webpage. The last round of funding was
approximately $1.6 million.
Agencies that were previously
funded under WIOA must submit performance data as required under WIOA section
116. In Pennsylvania, that is the agency performance data aligned with NRS
reporting. Agencies may determine which set or combination of sets of agency performance
data under NRS from 2017-18 and 2018-19 to use. The division is not specifying
the exact sets of data.
Programs must have at least two
levels year round at all locations served by this grant. Programs do not need
to offer both daytime and evening classes.
The Division of Adult Education is
not categorically eliminating any occupational training from consideration as
part of an IET. All proposals for integrated education and training (IET)
activities will be reviewed and considered based on the content submitted in
the Integrated Education and Training Proposal. The division included
the information about strictly regulated occupational training to make
potential applicants aware of possible challenges. As stated in the webinar,
all IET activities that successful applicants propose will have to be reviewed
and approved for this grant cycle (July 1, 2020-June 30, 2023), including any
IETs previously approved by the division.
In general, the
expectation is that classes are held at the same site. The point of multiple
levels at a location is to allow students to move through the levels of IELCE
activities to reach the IET. All classes and levels must be accessible to the
same group of students. The program must support students to move through the
program, and class locations should not be a barrier for students to progress.
If the program is unable to hold the required levels at the same site, the
applicant should address the reason in question #2 under Program Design and, in
the same answer, clearly describe the steps the program will take to ensure
that it fully supports all students to progress through the program.
Preliminary
employment data for agencies previously funded under AEFLA, Title II of WIOA
have been posted to the Pennsylvania Adult Education Resources website during
the week of March 30, 2020.

adhere to the timeline for review and scoring of the applications, awarding of
the grants, and processing of the grant contracts prior to the July 1, 2020
contract start date, the Division of Adult Education will not extend the
deadline for submitting the Integrated English Literacy and Civics Education
grant applications. The eGrants system and all resources related to the IELCE
grant competition are available online.
Programs must have at least two levels year round. Two levels must be
offered simultaneously year round. Programs cannot alternate levels throughout
the year. Additional levels may be offered as needed.
When determining eligibility, the applicant must determine the number of previous program participants that transitioned to employment.
Agencies that were
not previously funded under WIOA may determine the criteria they use to assign
individuals to the cohorts for the outcomes and for determining success. During
the contract approval process, successful applicants should be prepared to provide
to the division the criteria they established and evidence to support the
numbers reported.
In the salary section of the budget there is a list of roles in addition to the function and object code.
Staff members in adult education programs generally fulfill
many roles and duties. The information entered in the salary section should
accurately reflect staff members’ anticipated work.
Agencies that were previously funded under Title II of WIOA
can find performance data for PY 2017-18 on the Administrator
Resources page of the Pennsylvania Adult Education Resources website. The
links will open Excel spreadsheets. The spreadsheets are wide, so it is
necessary to scroll right and left to see all of the columns.
Cost
for background checks and clearance checks should be allocated to FC 2300/OC
330.
Applicants
do not need to complete the Agency/LEA Information under Funding Accountability
and Transparency Data before submitting the grant application.
Applicants
do not sign off on the grant at this point in the competition. That step is
only completed by successful applicants who are awarded grants.
