​Future Ready Pa Index - Fall 2020 Edition

The Department appreciates the patience of school leaders as we evaluate the impact of COVID-19 on the fall 2020 edition of the Future Ready PA Index. Mandated school closures, the suspension of statewide assessments, and a range of data quality considerations will necessarily reduce the availability of certain Future Ready measures. At the same time, Future Ready’s dashboard format means that lagging and fast fact data can still be reported. In response to school closures during the COVID-19 pandemic, the Secretary of Education waived the following assessments for the 2019-20 school year: 

  • Pennsylvania System of School Assessment (PSSA) testing and Keystone exams for the 2019-20 school year. This cancellation includes the Pennsylvania Alternative System of Assessment (PASA). USDE approved PA’s request to waive all Federal assessment, accountability, and reporting requirements for the 2019-20 school year.
  • Standardized testing for students in career and technical education (CTE) programs for the 2019-20 school year. This includes exams from the National Occupational Competency Testing Institute (NOCTI) and National Institute of Metalworking Skills (NIMS). 

Due to the waiving of these assessments, not all data will be available for publishing on the Future Ready PA Index in the fall of 2020. The indicators relying specifically on PSSA, Keystone, PASA, NOCTI, NIMS and PVAAS will continue to display the 2018-19 results and be labeled as such. This includes the following indicators: Percent Proficient and Advanced, Meeting Annual Growth Expectations (PVAAS), Percent Advanced, Early Indicators of Success, and Advanced on Industry-based Competency Assessment. 

In addition to the standardized assessments listed above, there has also been significant disruption to the collection of data due to the extended school closures. This data includes the following Performance Indicators: Rigorous Courses of Study, Career Standards Benchmark, and Industry-based Learning. These indicators will not be updated on the Future Ready PA Index for fall 2020 due to incomplete data sets that would significantly skew the State established performance standards. Instead, the 2018-19 data will remain and be labeled as such. Access more information on evidence collection and reporting requirements for these performance indicators.

Data sets not affected by the extended school closures will be updated for this year. This includes District Fast Facts, School Fast Facts, and the following indicators:

  • Regular Attendance – This data set is customarily a lagging (one year) indicator so reporting will be on data from 2018-19 school year.
  • Graduation Rate – This data set is customarily a lagging (one year) indicator so reporting will be on data from 2018-19 school year.
  • English Language Proficiency – This reporting is based on 2019-20 data as assessments were completed by the beginning of March 2020.
  • Postsecondary Transition to School, Military and Work – This data set is customarily a lagging (16 month) indicator so reporting will be on data from 2017-18 school year.
