Innovative Teacher and Principal Residency Programs

Approximately $1.75 million in federal Every Student Succeeds Act (ESSA) Title II, Part A, state set-aside funding has been allocated for 2019-2020 to support planning, implementation, and/or expansion of innovative, evidence-based teacher and principal/school leader full-time clinical residency models in Pennsylvania. Priority will continue to be given to implementation or expansion grant proposals for residency models embedded in four-year undergraduate teacher preparation programs.

Prior Grant Cycles

Approximately $2,000,000 in federal Title II, Part A funding was awarded in 2018-2019 to full-year clinical residencies for teachers and principals in Pennsylvania. Priority was given to implementation/expansion grant proposals for residency models embedded in four-year undergraduate teacher preparation programs.

On July 12, the Governor's office announced the Teacher and Principal Residency projects that have been funded.  They are listed below.

Implementation/Expansion Grant Awards – Funding may be used to provide financial support to teacher or principal/school leader residents who undergo a full year of clinical experience before earning their instructional or administrative certification. 

  • Drexel University, Philadelphia – $710,275 
    • Teacher Residency at Baccalaureate & Post-baccalaureate Level
  • Indiana University of Pennsylvania, Indiana – $578,038
    • Teacher Residency at Baccalaureate & Post-baccalaureate Level 
  • Robert Morris University, Pittsburgh – $157,364
      • Principal Residency 

Planning Grant Awards – Planning grants are used to identify and develop strategies for embedding a full year of clinical residency experience for teacher or school leader candidates within their preparation program. 

  • Cabrini University, Radnor – $74,688 
    • Teacher Residency at Baccalaureate Level 
  • Lehigh University, Allentown – $56,771 
    • Principal Residency
  • Millersville University, Millersville – $75,000 
    • Principal Residency 
  • Penn State Harrisburg, Harrisburg – $74,726 
    • Teacher Residency at Baccalaureate Level (original release stated “post-baccalaureate”) 
  • University of Pennsylvania, Philadelphia – $74,575

Applications were due to PDE on Wednesday, June 27, 2018.

A pre-proposal webinar was held on Monday, June 11, 2018, from 10:00 to 12:00, to review the contents of the Guidelines posted above and address questions from prospective grantees.
