Ed-Flex Waiver

By taking advantage of Ed-Flex, local education agencies (LEAs) can design and implement programs in ways that best meet the needs of their students and communities.

Pennsylvania has been approved as an Ed-Flex State under the Every Student Succeeds Act (ESSA). This authority is effective through the 2018-19 school year.

State Application to Renew Ed-Flex Authority - Public Comment

PDE is preparing to submit an application to the U.S. Department of Education (USDE) to renew its waiver authority under the Education Flexibility (Ed-Flex) Program.

The Federal (Ed-Flex) Waiver Program Application is available for public comment through December 2, 2019. Comments related to the application may be submitted to All comments received will be included with the application to USDE.

Individual Programmatic Waivers

Individual programmatic waivers are requested for a period of one to three years. There is a rolling window for submitting the waiver. View the 2019-20 Ed-Flex Individual Programmatic Waiver Application.

State Performance Reports

The Ed-Flex State Performance Reports give information to the U.S. Department of Education or interested parties on LEAs that have been granted flexibility under the Ed-Flex Partnership Act.
