Adult Basic Education Direct Service Grant: Somerset County and Bedford County: open July 24, 2023, to August 11, 2023, 2:00:00 PM

Notice of Availability of Funds
The Pennsylvania Department of Education (PDE), Bureau of Postsecondary and Adult Education, Division of Adult Education announces the availability, on a competitive basis, of $98,187.00 in grant funds to be awarded under sections 225 and 231, Title II of the Workforce Innovation and Opportunity Act (WIOA), combined with $95,374.00 in grant funds to be awarded under the Pennsylvania Adult and Family Literacy Education Act to provide adult basic education services in Somerset and Bedford Counties. This funding will be for services from October 1, 2023, to June 30, 2024. Additional funding will be provided each program year of the grant cycle through June 30, 2027, contingent on availability of funds.

Grant applications will be submitted by email to ra-able@pa.gov. Applicants must submit the following documents in a single email:

  1. An Evidence of Demonstrated Effectiveness Table or Tables in the case of a consortium or coalition of agencies;
  2. A completed Adult Basic Education Direct Service Grant Application Somerset County and Bedford County;
  3. A completed Adult Basic Education Direct Service Grant Application Somerset County and Bedford County Federal Budget spreadsheet; and
  4. A completed Adult Basic Education Direct Service Grant Application Somerset County and Bedford County State Budget spreadsheet
Eligible applicants must submit their proposals via email to PDE at ra-able@pa.gov by August 11, 2023, 2:00:00 PM. 

The purpose of this funding is to create a partnership among the federal government, states, and localities to provide, on a voluntary basis, adult education and literacy activities, in order to assist adults to become literate and obtain the knowledge and skills necessary for employment and economic self-sufficiency; assist adults who are parents or family members in obtaining the education and skills that are necessary to becoming full partners in the educational development of their children, and lead to sustainable improvements in the economic opportunities for their family; assist adults in attaining a secondary school diploma and transitioning to postsecondary education and training, including through career pathways; and assist immigrants and other individuals who are English language learners in improving their reading, writing, speaking, and comprehension skills in English and their mathematics skills, and in acquiring an understanding of the American system of government, individual freedom, and the responsibilities of citizenship.
